    Biographical history

    In 1893, the B.C. government removed civic police forces from the direct control of municipalities, and placed them under the authority of local boards. Local police acted under the joint authority of the local boards and the Superintendent of Provincial Police. Board responsibilities included police management and enforcement of statutory law and municipal by-laws. The role of the municipality was reduced to administering the payment of wages and provision of clothing to local police. In the early years, City Clerk Samuel Gough was the Secretary and William Stewart was Chief of Police. In 1894, J.P. Planta was confirmed as the first Police Magistrate.

    Custodial history

    Records were transferred to the City Hall Vault at an unknown date. In 1992, they were transferred to the Nanaimo Community Archives.
