The fonds consists of Duggan's photographs depicting people, events, and views relating to the relocation of Japanese Canadians during World War II. Fonds includes photographs depicting relocation camps at Slocan City, Lemon Creek, Tashme, and New Denver.

The collection consists of photographs of people, events, industries and the built and natural environment of Kaslo and area, including transportation, mining, logging, fruit growing, and the Japanese internment. Collection incorporates the SS Moyie photograph collection earlier accumulated by the Kootenay Lake Historical Society.
