Some agendas, reports, travel itineraries, correspondence, and membership lists are also included in the series and are inter-filed roughly according to chronologic pertinence. Series consists of scrapbooks and/or photo albums. The books/albums document exchanges and visits between Wakayama and Richmond since 1974. Richmond and Wakayama Mayors and other officials frequently appear in the images. Also included are newspaper clippings, ephemera, and momentos relating to Richmond's relationship with its Japanese sister city, Wakayama. The newspaper clippings document the Richmond Sister City Program and the activities of the Program and Committee. Also present are negatives which mainly correspond to the most recent photographs. The audio tape included is an unknown recorded speech in Japanese.

The majority of the series pertains to land acquisition, and includes case files for acquisition of specific properties. Series includes separate files on road closures, road petitions, and specific roads. Series also includes files on roads related issues, e.g., roadside stands, parking, pedestrian crossings, highway information, and the opening of the George Massey (formerly Deas) Tunnel. Series also includes letters of inquiry and complaint from the public regarding the condition of roads and bridges.

Topics covered include gates and culverts, sand removal and disposal, signage and sidewalk construction. Relations between the municipality and other levels of government are documented.

Series consists of minutes of standing committees of Council documenting all aspects of the administration of municipal government, including the oversight of departmental activities and municipal-wide policy making, and deliberations leading to committee recommendations brought forward to Council. Series includes minutes of meetings of standing committees of Council held in open (public) session (Subseries 1) and in closed (in-camera) session (Subseries 2). Minutes span the period from 1975 to 2005. Minutes prior to 1975 were not systematically retained (some copies of minutes of meetings of various standing committees of Council prior to 1975 can be found in Clerk's Department MR 26 "Committees" series). Reports to committees were routinely attached to the minutes until 1986. Formal procedures for executing minutes were implemented for Council and all standing committees in early 2000, following 1999 amendments to the Municipal Act requiring minutes to be certified as true and correct copies.

Series consists of minutes (and reports as attachments to minutes) of the Parks and Recreation Commission meeting in open session (Subseries 1) and in camera (Subseries 2). Minutes span the period from 1958 to 1994 and incorporate the minutes (1958-1959) of the Richmond Recreation Commission. There are no minutes of open meetings of the Parks and Recreation Commission in 1987 as its functions were assumed by a standing committee of Council. No in-camera minutes of meetings exist for 1985 and 1986. Commission minutes document the development, planning and implementation of recreation programs and facilities in Richmond. Topics and initiatives include parkland acquisition, renovation and upgrading of existing facilities, monitoring of rental and lease agreements, recreation facility assessment studies, and funding decisions relating to these activities. Records in this series also document the ongoing relations between the Parks and Recreation Commission, the Leisure Services Advisory Committee and its predecessor the Recreation Advisory Council, Richmond School Board, Municipal Council, and a variety of recreational and cultural organizations.

Series consists of minutes relating to the role of the Advisory Planning Commission in advising Council on matters of community planning and development. This series includes the minutes of the Town Planning Commission for the period 1948 to 1957, and the Advisory Planning Commission for the period 1958 to 1991. A significant portion of the series deals with commission deliberations on a wide range of planning and development issues, and their recommendations on these issues to Council and various standing committees of Council. Topics include: purchase of lands for parks, recreation and green space; provision of moorage and port facilities; impact of residential, commercial, and industrial development and land use on traffic flow and the provision of public works and services; and the environmental impact of development, e.g., pollution related contamination of water, air and soil. Minutes also include administrative activities regarding appointments to the Commission, attendance of Commission meetings, voting privileges, and Commission procedures.

Series consists of minutes of the Board of License Commissioners, between June 13, 1894 and September 12, 1917, documenting the history of liquor supply and related activities in the community. The names and locations of social clubs, individuals, public houses, businesses and hotels are documented in the minutes. Reports of the Licence Inspector / Chief of Police record activities of gambling and gaming and details about clientelle in the hotel and clubs. In the later years (1913-1917), the Board heard many complaints and revoked licenses for the serving of liquor to "Indians", failure to operate licensed premises as a "hotel", or for allowing gambling on the premises. Convictions for illegal sale of liquor are also documented.

Series consists of minutes of regular and special meetings of the Board of Police Commissioners which document the Board's role of overseeing police activities, staffing, accounts and equipments, as well as its duty to report to the Municipal Council and to receive complaints from the public. Included in the minute book for meetings from 1915-1920 are the Chief of Police's monthly and annual reports, which include arrest reports and financial reports of the Police Department. Minutes of meetings of the Board between 1920 and 1927 are missing.
