Series consists of correspondence, memoranda, committee and staff reports, annual reports, and newspaper clippings, relating to human resource and social assistance issues, organizations, and programs. Examples of larger groups of records within in the series include: social assistance - miscellaneous (1943-1976); Department of Human Resources (1977-1988) and; Unified Family Court (1979-1987). Also included are numerous files on individual social assistance facilities and programs, e.g., group homes, transition houses, a remand diagnostic centre, Teen Challenge, and Richmond Family Place. Ongoing relations between the City and various community foundations, associations and societies, and ministries within the provincial government are documented. Also includes select files relating to the sale of property to the municipality by seniors in return for monthly assistance payments.

Series consists of memoranda, correspondence, staff reports, copies of fire code regulations, bylaws and maps relating to the role of the Engineering Department in overseeing the activities of the Fire Department and the provision of fire protection services in Richmond. The Engineering Department is responsible for the provision of engineering services related to fire protection such as providing water for fire hydrants, opening floodboxes, and positioning and installing fire signals. The Department was also responsible for the design, construction, and maintenance of fire halls. The majority of this series is comprised of general files which cover a broad range of topics and intiatives including: the adoption of a British Columbia Fire Code Regulation, the findings of a Fire Underwriters survey, the preparation of fire fighting budgets, the monitoring the issuance of fire permits, the enforcement of fire regulations, negotiating for the construction and equiping of new fire halls, and the renovation and retrofitting of existing fire halls. The series also includes specific files on Richmond Fire Hall #6 at No. 4 road, and Richmond Fire Hall #5 - East Richmond.

Series consists of b&w and colour photograph prints, colour slides, b&w and colour negatives relating to the role of the Engineering Department in inspecting tendered public works and sanitary sewer installations in Richmond. The majority of the photograph prints are of driveways and crossings, ditches, fence and property lines where sewer systems have been installed, as well as where installation activities have affected the condition of sidewalks and road surfaces. The photograph slides include aerial and ground views of dykes and drainage facilities, as well as images of members of the Engineering Department at official functions.
