Series consists of meeting minutes of the Richmond Sister City Committee. Minutes are predominantly in traditional format but, since ca. 1994, have taken the form of a newsletter. Minutes of early Richmond Sister City Committee sub-committees, such as the information meetings, joint meetings with Council and the School Board, and a study group, concerned with financial matters, are included. Some agendas, reports, travel itineraries, correspondence, and membership lists are also included in the series and are inter-filed roughly according to chronologic pertinence. Series consists of correspondence, memoranda, reports, and maps relating to a variety of environmental issues with engineering implications, such as changes in land use requiring the provision of public works and services. The series includes files on a Sturgeon Bank development scheme, Steveston (Shady) Island, Roberts Bank, the Fraser River, and the Fraser River Estuary Study. Topics covered in the records include sand disposal on Steveston Island, a management program for the Fraser River estuary, the trapping of animals and insects, Roberts Bank Port expansion, and discussion of area uses.

Series consists of ceremonial "Chapel registers for marriages", which record wedding ceremonies at Minoru Chapel (1973-2004). These registers are not official marriage registers for civil purposes but contain information (sometimes incomplete) of names of married partners, addresses, birthplaces, occupations, parents, witnesses, and clergyman. Series includes two visitors/guest books (1968-1973, 1983-1988).

The series also includes some records relating to the Municipal Negotiating Committee which oversaw property negotiations. Also included are records relating to the Labour Negotiation Committee and the 1981 Richmond municipal strike (these labour negotiation records were probably mistakenly filed with the land negotiation records).

Series consists of correspondence, memoranda, public petitions, and development applications relating to the establishment of neighbourhood pubs. Records in this series relate primarily to social, zoning, and rezoning issues, related to allowing licensed establishments in residential areas, as well as the spacing between such establishments. Series also includes correspondence and results of a neighbourhood survey conducted in relation to neighbourhood pubs, as well as letters of complaint from members of the public. Relations between the city and the Liquor Administration branch of the provincial government are documented.

Series consists of case files relating to the acquisition of land under the Municipalities Enabling and Validating Act. The case files contain transcripts of hearings before the Dyking Commissioner; certificates of encumbrances issued by the Land Registry Office; affidavits and statutory declarations relating to the proper execution of appropriation procedures; certified land survey plans conducted for the purpose of evidence at hearings; excerpts from Council minutes; indentures conveying right-of-ways to land owners; and general correspondence relating to the appropriation of land by the municipality of Richmond for the purpose of preparing and maintaining the dyking and drainage system.

Series consists of minutes (and reports as attachments to minutes) of the Parks and Recreation Commission meeting in open session (Subseries 1) and in camera (Subseries 2). Minutes span the period from 1958 to 1994 and incorporate the minutes (1958-1959) of the Richmond Recreation Commission. There are no minutes of open meetings of the Parks and Recreation Commission in 1987 as its functions were assumed by a standing committee of Council. No in-camera minutes of meetings exist for 1985 and 1986. Commission minutes document the development, planning and implementation of recreation programs and facilities in Richmond. Topics and initiatives include parkland acquisition, renovation and upgrading of existing facilities, monitoring of rental and lease agreements, recreation facility assessment studies, and funding decisions relating to these activities. Records in this series also document the ongoing relations between the Parks and Recreation Commission, the Leisure Services Advisory Committee and its predecessor the Recreation Advisory Council, Richmond School Board, Municipal Council, and a variety of recreational and cultural organizations.
