The majority of the series is comprised of studies, area plans and development strategies, e.g., Steveston Study, Garry Point, Richmond Community Plan, Residential Land Use Study, and Economic development strategy. Series also includes notices and records regarding staff training in community planning.

Series consists of ceremonial "Chapel registers for marriages", which record wedding ceremonies at Minoru Chapel (1973-2004). These registers are not official marriage registers for civil purposes but contain information (sometimes incomplete) of names of married partners, addresses, birthplaces, occupations, parents, witnesses, and clergyman. Series includes two visitors/guest books (1968-1973, 1983-1988).

Turf property, and zoning related issues, e.g., keeping animals in residential areas. Series also includes files relating to the Board of Variance, rezoning and special use permit applications, and zoning bylaws. Ongoing relations and negotiations between the municipality and other levels of government are documented.
