Series consists of correspondence, memos, policy documents, reports, circulars, publications, and minutes of departmental and interdepartmental committees and working groups (including Health Records Systems meetings, Purchasing staff meetings, Payroll Development Group meetings, Geographic Systems meetings and Word Processing Committee/User Group meetings). Records relate to the role of the Treasury/Finance Department in the administration of various municipal financing, purchasing and accounting functions, records management, and the early development of automated information systems, including those for word processing, development tracking, fire response, payroll, health records, and property management (Geographic Information System). Series also includes records relating to the department's involvement in the administration of various municipal land assets and development projects, including the Richmond Arts Centre, London Farm, Minoru Chapel, Steveston Community Centre, the School District Administration Building, Garry Point, and Mitchell and Twigg Islands, and interaction with the Richmond '79 Centennial Committee and the Richmond Chamber of Commerce.

Series consists of records created by the Economic Development Officer (also known as the Business Development Officer) from the inception of the position in the municipal government. Series contains records documenting the establishment of the position and its mandate; economic development strategies; work of the city's Economic Development Advisory Committee; the establishment of Business Improvement Areas (downtown and Steveston) in Richmond; interaction and cooperation with the federal and provincial governments and the Greater Vancouver Vancouver Regional District; funding for and cooperation with community groups including the Richmond Chamber of Commerce, the Richmond Town Centre Business Association, and the Richmond Farmers' Institute; inquiries by companies relating to establishing businesses or offices in Richmond; Asian trade missions and delegations; initiatives to enhance tourism; twinning programs, including proposed twinning with a city in China through a program sponsored by the Federation of Canadian Municipalities, and exchanges and economic development activities with Wakayama, Richmond's sister city in Japan. Includes files relating to the Richmond Science and Technology Awareness Committee and of Science and Technology Awareness Week events.

Series consists of records created by the Office of the Mayor during the terms of Mayors Gil Blair and Greg Halsey-Brandt. Series contains correspondence, memos, reports, proclamations, transcripts of and notes for speeches and addresses, press releases and commentaries, and some resource and reference material. Records reflect the interaction between the Mayor and other levels of government, government agencies and commissions, corporate interests, and various community groups, as well as the Mayor's views on a variety of issues, including economic development, the environment, transportation, land use, municipal infrastructure, regional government, and inter-governmental affairs. Included are records relating to the federal and provincial governments, the Greater Vancouver Regional District, the Fraser River and North Fraser Harbour Commissions, the Vancouver International Airport Authority, Steveston Harbour Authority, Vancouver Regional Transit Commission, the Waste Reduction Commission and the Richmond School Board. Also included are records of the Mayor's interaction with various city committees, task forces and commissions, the BC Aviation Council, the Richmond General Hospital, the Lower Mainland Municipal Association and the Federation of Canadian Municipalities, BC Transit, BC Hydro, BC Ferries, BC Packers Ltd., Canadian Airlines International, Air Canada, the Richmond Chamber of Commerce, the Richmond Visitors and Convention Bureau, the Richmond Community Arts Council, the Boy Scouts of Richmond, the Richmond Gateway Theatre, the Richmond City Centre Community Association, Richmond Family Place Society, the Richmond Foundation, the Steveston Salmon Festival, the United Way of the Lower Mainland, 12 (Vancouver) Service Battalion, the Steveston Interurban Restoration Society, and the Richmond SPCA. The fonds consists of agendas, minutes, committee reports, correspondence, bylaws, membership rosters, newsletter planning files, newsletters, scrapbooks, Canadian Chamber of Commerce publications, negatives and more than 3000 photographs, two cloth banners and three certificates. These records relate to the administration and operations of the Richmond Chamber of Commerce and the Richmond Board of Trade between 1948 and 1993. The majority of the photographs were taken at meetings and special and promotional events between 1988 and 1993. The records are arranged in series according to the form of material or the sphere of functional activity.
