Aerial photographs

Series consists of several sets of aerial photography of Victoria used for mapping reference. The photographs pertain mainly to the City of Victoria proper, although there are some of Thetis Lake, Prospect Lake, Elk and Beaver Lakes, and Saanich.
Indexes are included for several sets.
Many of these images are British Columbia Crown copyright and therefore cannot be copied without permission

Series includes correspondence, reports, clippings, personnel files, and requisitions.
Some of these records were originally filed in a manner distinguishing internal and outgoing documents from those coming in to the Division with regard to a single topic or activity. This order, which has been retained, is indicated in the file list by parenthetical notations following file titles

Architectural and Special Projects Division project files

Series consists of the following project files: centennial decorations, Centennial Square, centennial projects, downtown beautification (includes display panels with black and white photographic panoramas, by downtown block, recording the current state of buildings), Fire Hall, floats, Humber Green, parks, and special projects. Records dating from 1943 to late 1963 were created in the Engineering or Building Inspector's Departments. They were merged with the rest of the files in 1963 as a result of the division head's continuing responsibilities despite his change of position.
Many of the records were originally filed in a manner distinguishing internal and outgoing documents from those coming in to the Division with regard to a single topic or activity. This order, which has been retained, is indicated in the file list by parenthetical notations following file titles. Files originally filed as subordinate to others are so indicated by indentation

Bylaws

Series consists of local laws and regulations passed by City Council to control, regulate, and administer affairs within its jurisdiction. The original bylaws are stored in City Hall, but bound duplicates of most of them are located in the Archives. Although some of the originals are missing, many of them can be found among the bound versions. Only those bylaws located in the Archives are included in the file list.
Registered bylaws are those that have been signed and sealed as certified copies of the originals.

Chinatown files

Series includes plans of Chinatown consistent with, but somewhat earlier than, the corresponding sheets in the 1903-1909 set of fire insurance plans (F0006). The plans provide lot numbers as well as street addresses and descriptions of building use. Also included are photographs of the interior and exterior of buildings on Store and Fisgard Streets

Committee reports

Series consists of reports to City Council by various committees. Prior to the implementation of the committee system in 1885, ad hoc committees were common, and their reports were recorded in the Council minutes (CRS 1).
The reports began to be numbered in 1891. These numbers were used as references in the indexes: the record of reports of committees (CRS 5) and the topical indexes (CRS 15). A chronological item-level descriptive list provides some subject access to the reports for 1885 to 1892.
There are gaps in this series for the first half of 1887, the first half of 1888 and all of 1890

Series consists of the monthly tabulation of salary and benefits of the employees of each department. Data elements include: pay roll number, department, salary, unemployment insurance city share/employees share, superannuation, income tax, B.C. Hospital, Canada savings bonds, M.S.A., City Hall union dues, Great West Life [Insurance Co.], Excel Life, Canada Life, C.E.H.A., fire union dues, police union dues, I.U.O.E. Local #918, London Life, V.F.M.B.S., advances, and net salary.

Series consists of records documenting the results of elections, referenda, loan bylaws and other matters set to a public vote. These records provide the basis for the formal reports sent from the Deputy Returning Officers to the Returning Officer and from the Returning Officer to the City Clerk (CRS 19).
An internal index in the first volume provides some subject access for actions between 1906 and 1913

Series consists of agendas, minutes, and papers of the Finance Committee reporting to the Group 'A' Committee regarding all financial matters relating to the preservation and development of the harbour and to public off-street parking.

Fine and receipt book

Series consists of bound volumes containing lists of individuals paying fines, the amount of the fine and the date paid.
The chronology is extremely broken covering 1910 to 1913 and 1923 to 1928. The 1923-1928 volume also contains some information about the daily accounts of the Police Court.

Records for 1880-1881 are located in a volume that was later used for a scrapbook; some of them are obscured accordingly. Provides the name of the offender, the nature of the offense, and the fine. See CRS 239 located at 14 E 1-1, pp. 2-12

Fire insurance register

Series consists of a bound volume documenting City owned properties and their assessed value. These assessments were used as the basis of insuring City-owned property. Data elements include the item number, name of property, location or legal description, type of construction, risk number, and value of building and contents.
Series is arranged in three year blocks : 1940-1942; 1943-1945; 1946-1948; and 1949-1951.
