Series is arranged in five sub-series, corresponding to the nature and scope of Council proceedings and the manner in which meeting minutes were variously filed: 1) Open Council meeting minutes; 2) In-camera/closed Council meeting minutes); 3) Open Committee of the Whole meeting minutes; 4) In-camera Committee of the Whole meeting minutes; and, 5) Council meetings for Public Hearing minutes.

Series consists of copies of file register sheets and one "file system index" bound volume which document the registration of files and series, and thereby classifying, arranging, and maintaining the records of the Municipal government. The typed and handwritten file register sheets have additional handwritten annotations in the margins. The "filing system index" is a red bound volume, 28 x 35 x 2.5 cm in size, with appended stapled and taped pages. The file system index is the master controlling list for registering files, bylaws and record series. This index also includes annotations indicating transfers of records and other pointers to related or subsequent series.

Series consists of policies and procedures, correspondence, excerpts from Council and committee minutes, reports, and plans relating to subdivision policies and procedures in Richmond. Topics covered in this record series include: the policies and guidelines for major and minor subdivisions outlining the responsibilities for the municipality and developers with regard to road, sewer and waterworks construction; the 1977 changes to the Municipal Act, which introduced the development permit process and significantly streamlined land use development and planning; and the introduction and establishment of the Agricultural Land Reserve and the ALR appeals that followed. The series also contains files on the Broadmoor subdivision, the administration of the Veterans Land Act in Richmond, and property transactions between the Presbyterian, Methodist and United Churches and the Richmond School Board relating to the area around Mitchell School.

Series consists mainly of records relating to assessment, building regulation, and illegal suites. The records relating to assessment include correspondence, memos, reports, assessment notices, minutes and proceedings of the Court of Revision, assessment roll working papers, agreements and legal notices. Topics covered by these records include assessment appeals to the Court of Revision and further appeals to the Lieutenant-Governor in Council; the ongoing cycle of agreements and appeals between the City of Vancouver and Richmond over the issue of airport assessment; assessment of Dominion government properties within the Richmond municipal boundaries; assessment of property owned by public companies; and changes in assessment policies and procedures. A significant part of the series deals with building regulation issues such as permits for demolition, construction, occupancy, and signs; inspections for health, electrical, gas and building code compliance; and the changes in regulations surrounding the secondary suite or illegal suite issue. Miscellaneous topics covered in this series include the proposal and development of the Richmond Nature Park, a proposal for an educational model farm, and public petitions dealing with a variety of issues including land use, sunday shopping, and public works and services.

Series consists of records relating to taxation policies, complaints and general inquiries about property taxes, including Land Settlement Board property taxes, CPR property taxes, and various taxes on private properties. The arrangements between the municipality and the Wartime Housing Corporation regarding Burkeville's taxation scheme, as well as taxation for the provision of water, sewer, school and fire protection facilities and services are also documented. In addition, the series includes records relating to the development of a policy on business taxes, and correspondence relating to the request and issuing of miscellaneous building, kennel, trade and business permits.

The series also includes some records relating to the Municipal Negotiating Committee which oversaw property negotiations. Also included are records relating to the Labour Negotiation Committee and the 1981 Richmond municipal strike (these labour negotiation records were probably mistakenly filed with the land negotiation records).

Trade licences

Series consists of correspondence, reports, excerpts from committee minutes and some business and trade related pamphlets. Prior to the late 1950s, all requests for trade licences were made directly to the Municipal Council. After this point, the routine applications were approved by the Licence Inspector and only special cases went forward to Council. The general files consist mainly of requests for licences, complaints against business people for bylaw violations, and records relating to investigatory and punitive actions taken by City Officials. Some special cases relate to the licencing of special event festivals, dog kennels, drive-in theatres, discotheques, ice cream vendors and helicopter air ambulances.

The series includes records on a wide variety of topics including development activities on crown land, airport expansion, Vancouver International Airport, centennial projects, international relations, and negotiations/relations with departments of the federal government.

The series consists of insurance policies held with different insurance companies to cover various damages, including liability for municipal office and police staff, automobile accident insurance, fire insurance for the municipal hall and Steveston hall, and hold-up or burglary insurance. Series also includes records which document relations between the municipality and the Unemployment Insurance Commission for the period 1941 to 1948.
