Series consists of memoranda, correspondence, policy statements, agreements, reports, maps and building plans relating to the role of the Planning Department in all aspects of development. The series is made up of seven sub-series which document the role of the Planning Department in assessing, approving or rejecting new developments, providing public works services, and establishing policy and land use regulations relating to development activities. Records in this series cover a range of topics, including major works programs, development policy, emergency planning, residential, commercial, industrial and agricultural development, the aquisition and leasing of lands, the naming of roads, the provision of public works services, e.g., gas, hydro, telephone, sewer and water, as well as the administration of the Civic Centre, the Senior's Activity Centre, and various school and park facilities.

Series consists of maps produced as part of a report recommending new procedures to conform to the 1977 Municipal Amendment Act (Bill 42), updated to May, 1986. Bill 42 stipulated that after January 1, 1979, municipalities would be required to pass by-laws specifying, in advance, development charges and public works associated with development. Establishing the areas affected by the Act, the maps show area boundaries, and existing and proposed capital works in the West and East sectors of Richmond. Includes original and update map set, and 2 bound copy sets.

These lists and cards served as a manual finding aid and are arranged in permit number order, alphabetically, or in section-block-range order. Within these different arrangements the cards often proceeds chronologically by year. The series is comprised of 11 sub-series which deal with the various types of development permits including: major (MAJ) and minor (MIN) developments; special use permits (SUP), Land Commission Act appeals (LCA), and strata title conversion (STC) applications.

Series consists of minutes, correspondence, annual reports, surveys and reports relating to the Planning Department's involvement and interaction with the Lower Mainland Regional Planning Board for a period of ten years, from 1959 to 1969. These are not the official records of the Lower Mainland Regional Planning Board. Records in this series document the role of the Richmond municipal government and it's Planning Department; in the growth and development of municipal and regional planning, in the preparation of various LMRPB studies, and the development of planning legislation in B.C. Included in the series are minutes of Executive Committee meetings, records of the LMRPB Technical Advisory Committee, budget proposals, position and policy statments, correspondence regarding the appointment of Board members, and records documenting the preparation and final product of the various LMRPB studies, surveys, plans and reports.

Series consists of correspondence between the developer and the municipality, draft or conceptual site plans, copies of legal agreements, application forms, checklists, and staff reports, all of which document the major subdivision development application process. A major subdivision development is one that requires the construction of new roads and services, unlike minor subdivision developments where the lot or parcel of land is served by existing roads and services. Major subdivisions can be residential, commercial, manufacturing, or industrial. Some files contain a particular type of legal agreement, the Land Use Contract, an optional development control device used by the municipality between 1971 and 1977 to establish the terms and conditions of land use and development. The municipality and the developer entered into a Land Use Contract for certain major developments according to the impact of the proposed development on present and future public costs, environmental concerns, the fulfillment of community goals, and the provision of necessary public space. Because major subdivisions are subject to levies or fees which help to pay for the capital costs of sewer, water, drainage, highways, roads, and open space, as well as to administrative fees, performance bonds, and maintenance bonds, some files also contain financial records. The series documents the scope of development in Richmond over a twenty year period. It also provides insight into the evolution of the application process and the role of the Planning Department, which was responsible for the coordination of the application process from the department's creation in 1957 until its reorganization into the Urban Development Division in 1992.
