Series consists of minutes of the Board of License Commissioners, between June 13, 1894 and September 12, 1917, documenting the history of liquor supply and related activities in the community. The names and locations of social clubs, individuals, public houses, businesses and hotels are documented in the minutes. Reports of the Licence Inspector / Chief of Police record activities of gambling and gaming and details about clientelle in the hotel and clubs. In the later years (1913-1917), the Board heard many complaints and revoked licenses for the serving of liquor to "Indians", failure to operate licensed premises as a "hotel", or for allowing gambling on the premises. Convictions for illegal sale of liquor are also documented.

Series consists of minutes of regular and special meetings of the Board of Police Commissioners which document the Board's role of overseeing police activities, staffing, accounts and equipments, as well as its duty to report to the Municipal Council and to receive complaints from the public. Included in the minute book for meetings from 1915-1920 are the Chief of Police's monthly and annual reports, which include arrest reports and financial reports of the Police Department. Minutes of meetings of the Board between 1920 and 1927 are missing.

Series consists of minutes of the Mayor's Committee on Juvenile Problems, as well as staff reports, submissions, correspondence, and memoranda as attachments to the minutes. As part of their functions, the Committee heard submissions and reports from members of City staff, the public, social workers, members of various school boards, a psychologist from the Health Department, members of the Unified Family Court and other members of the judiciary. The Committee also made recommendations and proposals to Council for programs and solutions to these problems and liased with the Richmond Social Services Department, and other governmental and non-governmental bodies with an interest in youth issues. The series includes minutes of joint meetings between the Mayor's Committee on Juvenile Problems, the Social Service Committee of Council and City Council members.

The majority of the series relates to the construction and maintenance of the Steveston Community Centre, and includes general files on Steveston and the Steveston '83 Plan. Topics addressed in the records include interior painting, roof repair and replacement, steel stairways, locks for cupboards, and replacement of windows. Series also includes files on the Richmond Community Activities Forum (RCAF), and the Richmond Cultural Centre. Series contains technical and architectural plans relating to construction and maintenance of the Steveston Community Centre, as well as the R.C.A.F. building on Sea Island.

Series consists of minutes of meetings (and attachments) of the municipal Court of Revision for assessments. Series is arranged in two sub-series: 1) Court of Revision of the municipal assessment roll (1896-1972); and, 2) Court of Revision of assessments for Local Improvement Districts and bylaws (1933-1974). Minutes record the nature of appeals heard and decisions made. Attachments to the minutes include lists of appellants, along with property assessment values and changes made by decision of the Court. Records do not include minutes of the Court of Revision of the municipal assessment roll for the years 1909, 1945, 1947, and 1949, and for years after 1972. Records do not include minutes of the Court of Revision of local improvement assessment rolls for 1935, 1936, 1938, 1940, 1941, 1944-1949, 1961, 1967, and 1973, and for years after 1974. Records of the proceedings of the Court of Revision of local improvement assessment rolls were physically integrated with those of the Court of Revision of municipal assessment rolls prior to 1933, and are arranged as part of Sub-series 1. These include minutes for 1924, 1925, 1926, and 1928. Also included in Sub-series 1 are minutes of the Court of Revision of the North Fraser Dyking District No. 1 for 1920 and 1921, and of the Mitchell Island Dyking and Drainage District for 1954.

The series includes files on a Sturgeon Bank development scheme, Steveston (Shady) Island, Roberts Bank, the Fraser River, and the Fraser River Estuary Study. Topics covered in the records include sand disposal on Steveston Island, a management program for the Fraser River estuary, the trapping of animals and insects, Roberts Bank Port expansion, and discussion of area uses.
