Administrative history
The City Clerk's Office is part of the Finance and Corporate Services Division and serves as a secretariat for Council and its Committees. It performs administrative functions including: agenda preparation recording of minutes, processing and certifying by-laws, record management and distribution of records, and making records available to the public.
The Clerk's Office is responsible for the preservation of all Council and Committee records, through a records management and archives system which documents the history of Richmond.
The City Clerk is also responsible for organizing and conducting City elections.
The City Clerk's Office is often the first stop for processing citizens' petitions, complaints and requests to Council, and also receives requests for information under the Freedom of Information & Protection of Privacy legislation.

Scope and content
Series consists of correspondence, memoranda, committee and staff reports, annual reports, and newspaper clippings, relating to human resource and social assistance issues, organizations, and programs. Examples of larger groups of records within in the series include: social assistance - miscellaneous (1943-1976); Department of Human Resources (1977-1988) and; Unified Family Court (1979-1987). Also included are numerous files on individual social assistance facilities and programs, e.g., group homes, transition houses, a remand diagnostic centre, Teen Challenge, and Richmond Family Place. Ongoing relations between the City and various community foundations, associations and societies, and ministries within the provincial government are documented. Also includes select files relating to the sale of property to the municipality by seniors in return for monthly assistance payments.
