The fonds consists of correspondence, reports, minutes, and diaries pertaining to Constable's activities in promoting the development of the Columbia-Kootenay watershed. Fonds includes photographs of the Creston Valley (predominantly from 1945) and maps of the Columbia-Kootenay watershed area. Fonds includes records relating to the Creston Power, Light and Telephone Company, the Kootenay Valley Power and Development Company, various farmers' associations, and the Creston Board of Trade/Chamber of Commerce. It also includes copies of provincial and federal documents relating to development in the Columbia-Kootenay watershed.

The collection consists of fire insurance maps of Kimberley, Chapman Camp, Marysville, and the Sullivan Mine and townsite; townsite plan of Marysville; geological survey maps; and, other maps of Kimberley and district. Collection includes maps of the Consolidated Mining and Smelting Company of Canada's Sullivan Mine operation.
