Biographical history
Charles William Morrow was born in Prescott, Ontario in 1897. He was educated in British Columbia and called to the bar in 1920. After moving to Vernon that same year, he practiced here until his elevation to the Bench. He was city solicitor for 25 years and had a long association with many community organizations, including the Vernon Board of Trade, Trinity United Church, Royal Canadian Legion, Canadian Club, and the Masons. He also was associated with the Boy Scouts of Canada from 1911 and was on the Dominion Council. He served during the first world war in the infantry and the Royal Air Force. During the second world war, he was in charge of the Pacific Coast Rangers in the North Okanagan. He was an MLA from 1945 to 1952, during which time he was deputy speaker and government whip. In 1951, he was named Queen's Counsel. After he was elevated to the bench in 1956, he conducted several Royal Commissions for the provincial government, two on forestry, one on gasoline, and one on liquor control. Judge C.W. Morrow retired in 1972, was given the Freedom of the City in 1977, and died in 1980.
Custodial history
Scrapbooks collected by C.W. Morrow were originally donated to the Kalamalka Campus of the Okanagan University College. The College later donated them to the Vernon Museum and Archives.
Scope and content
Fonds consists of a series of scrapbooks collected by C.W. Morrow which detail his political career and the activities of the Legislative Assembly of B.C. from 1946-1966. The scrapbooks are chronologically arranged from 1946-1952 and 1963-1966. Either compiled by Morrow or his staff, the scrapbooks contain newspaper articles and clippings, invitations, programs, legislative documents, some correspondence, photographs and financial records pertaining to Morrow and his work. Some of the subjects documented within the scrapbooks include the appointment of Nancy Hodges, the first female Speaker of the B.C. Provincial House (1950), and the gas price wars in 1963-1965. Fonds also includes a four page testimonial (1972), honouring Morrow's retirement from the bench.
