The Bowen Island Child Enrichment Center was founded in 1970 with the purpose of setting up a pre-elementary education program for three- to five-year-old children. It began offering classes in Collins Hall in 1971. By the late 1970s, the organization was re-named Bowen Island Preschool and was being administered as a cooperative by the children’s parents. In 1997, a new facility was constructed for the preschool on Cates Hill.
