The West Kootenay Power and Light Company was founded in 1897 in Rossland, B.C., to supply power, light and heat to residences, mines, smelters, and railways in the West Kootenay. In 1916, the Consolidated Mining and Smelting Company of Canada (Cominco) acquired control of the company.
