Biographical history
John Dean was born in Cheshire, England and emigrated to Canada in 1873. He arrived in Victoria in 1885 and received a CPR contract to construct water tanks. A few years later, he lived in the Kootenays, becoming a mining speculator, alderman, and Mayor of Rossland (1903). By 1909, Dean had opened a real estate office in Victoria, and became a lifelong civic activist. He was a dedicated environmentalist, early tourist booster, and a strong proponent of city planning.
