Frank Snowsell was an active member of the C.C.F. party, an MLA from Saanich, 1952-53; and president of the provincial C.C.F. / N.D.P., 1965-66. Snowsell compiled the scrapbook to document public concerns in response to Claude Harrison's (Mayor of the City of Victoria) promotion of burning subversive communist literature in the Victoria Public Library.
The fonds consists of a scrapbook containing newspaper clippings about the book burning controversy, and correspondence between Snowsell, the Mount View Parent Teacher Association, the Federal Minister of Justice, and George R. Pearkes.
